  The quality of health care a person receivesshould not depend on the size of their bank balance.The government is responsible for providing a highlevel of health care for all the citizens.

  To what extent do agree or disagree with theabove statement?

  As more and more people have realized theimportance of their quality of life, the issue ofhealth care has received increasing public attention.In my opinion, the government should establish ahigh-quality health care system for all the citizens, regardless of their gender, occupation andsocial status. There are three main reasons for this as follows.

  The first reason to be taken into account is based on the premise that all men are createdequal, which is a generally accepted belief in most countries. Just like equal pay for equal work,uniform. quality and quantity of health care should be given to all citizens, who are believedto be born equal. Similarly, health care can be compared to justice, which is dispensedimpartially by judges to all people, without reference to their social backgrounds. Therefore,everyone stands equal under the health care system that is supposed to be provided by thegovernment.

  In facet, poor people are those who can receive the most needed benefits from a high levelof health care. The poor, who are plagued by financial burdens and chronic unemployment,face especially serious heath problems. Many of them live at the subsistence level and can notafford even the fraction of the exorbitant medical costs if there is no health care for them. Incontrast, the rich, with their luxurious and extravagant lifestyle. and the extreme care oftheir private doctors, often regard the health care as a dispensable thing. Therefore, the ideathat the quality of health care people receive should be in proportion to their affluence istotally absurd.

  Furthermore, as most citizens are honorable taxpayers and, therefore, make greatcontribution to the society, whose finances derive largely from taxation, good quality ofhealth care provided by the government should be deemed as a returned favor to thesetaxpayers. As a matter of fact, all developed nations and many developing ones haveincorporated health care into their welfare system, making it one of the fundamental humanrights that are granted by the constitution. On the contrary, governments that do notattempt to address people’s health problems are rarely supported by the citizens.

  To conclude, health care is an issue that all governments cannot afford to avoid in theirday-to-day running of the country. To them, there is no alternative but to provide an excellentsystem of medical care for all the citizens because the scenario of a country full of diseased anduncared-for people is almost inconceivable.

  Much discussion concerning allocation of resourcesassumes that the government should spend moneyon medicine and education rather than on theatresand sports stadiums. In my opinion, this issueshould be examined from the angle of whether theinvestment benefits the great majority of thepopulation.

  The institutions of medical care and education, undoubtedly, should receive priority in theallocation of a government’s expenditures, at the thought of millions of children from deprivedbackgrounds who now get a substandard education, and who would require a relatively highquality of education if they are to enjoy anything approaching equality of opportunity in laterlife. Another pressing need of society is improvement of medical care for the adult poor, forthe aged, and so forth down the list.

  Theatres and sports stadiums are institutions for promoting human culture. A successfultheatrical event is an exciting and stimulating experience, whether it occurs in a grand theatreor a high school auditorium. Spectators as well as those involved in the production feel thisexcitement. Sports stadiums, on the other hand, attract millions of spectators to watchprofessionals play every year. Many more millions watch games on television, read about themin newspapers, and discuss them with their friends. Therefore, can we say that these areunnecessary public expenditures the government should ignore?

  In conclusion, today man is becoming ever more aware of his spiritual needs. Medicine andeducation are needs that we recognize, but are contacts with theatrical or sports events alsobasic needs?

  Traditional arts, as valuable cultural relics of anation, are disappearing far away from the modernsociety. China, as one of the highly-civilized countriesin the world, abound in various forms of traditionalarts, such as painting, calligraphy, music,architecture and dramas, which are not only ournational cultural treasures, but also a rich fortune ofthe world.

  As essence of a local culture, traditional arts reflect a nation’s artistic talents andtraditions. For example, water-color painting depicts a harmony between people and nature.Architecture illustrates a nation’s aesthetic value and religious belief. Cathedrals, highlighted byBaroque style in the 17th century, represent Christianity. Pagodas, totally different fromcathedrals stylistically, are a symbol of Buddhism. Peking Opera describes the history of ourcountry.

  However, traditional arts are leaving contemporary people further and further away, oneof the main reasons for which is that the authorities concerned and some institutes lack fundsand professionals, which are quite essential to the research and promotion of traditionalculture. Another radical reason should be attributed to the impact of western cultures ontraditions. Young people, especially youngsters, are addicted to western music like rock and roll,without any knowledge about traditional musical instruments. With the economic globalization,traditional culture and arts will be in the danger of assimilation. How to maintain and developtraditional arts becomes the biggest concern of a government.

  Firstly, the government should lay a fund for the research and promotion of traditionalarts. Secondly, the research institutes and universities should work out a long-term developingscheme, organizing systematic research on traditional arts. Arts belong to a nation and thewhole world as well. The prosperity of traditional arts will diversify the culture of the world.
